Tom is the President of Boston-based EnCirca. He founded EnCirca, which is an ICANN Accredited Registrar, in 2001. He also owns another ICANN Registrar called Name Share, Inc, and Calzone, a calendar for the DNS industry.

In 2017, he was selected as Vice Chair of the ICANN NomCom2 Review Working party. In 2017 and 2016, he served as the elected NomCom representative for the Registrar Stakeholder Group.

In 2015, at the request of ICANN, EnCirca developed a business course for the DNS Entrepreneurial Center in Giza, Egypt, a joint venture between ICANN and Egypt's National Telecom Regulatory Authority. Mr. Barrett presented the business class in five locations.
